Arcus was born from frustration. After two decades building enterprise software for major Australian organisations, our founder watched company after company scramble to understand what the EU AI Act meant for their products — hiring expensive consultants, drowning in spreadsheets, and still missing critical obligations. The tools that existed were either glorified checklists or required a legal team to operate. There was nothing that could take a plain-language description of an AI system and tell you, in minutes, exactly where you stood across multiple jurisdictions.

So we built it. Arcus is an AI-native governance platform — designed from day one to use large language models not as a gimmick, but as the core engine for regulatory analysis. Every classification, every obligation mapping, every compliance gap is processed through Claude Opus, our AI engine, trained on the actual text of 293 regulation articles across 30 jurisdictions. This is not a product that bolted AI onto an existing workflow. It is a product that could not exist without it.

We are a focused, lean team — deliberately so. Arcus is built and operated by Divergent Digital Studio, a registered digital studio based in Melbourne, Australia. We chose to stay small because compliance software demands precision over scale. Every feature ships because it solves a real regulatory problem, not because a product committee voted for it. Our AI-native development methodology means a small team can deliver what traditionally required dozens of engineers, and we pass that efficiency directly to our customers.
